According to official reports, Pakistan’s aviation sector is seeing a shift in its structure. The federal government has implemented certain changes in the working structure of the Pakistan Civil Aviation Authority (PCAA). The division of the Pakistan Civil Aviation Authority (PCAA) into three entities is a strategic move that aims to improve the management and efficiency of Pakistan’s aviation sector. It has been reported that PCAA has been divided into three departments, namely the Bureau of Aircraft Safety Investigation (BASI), the second one is Pakistan Airports Authority (PAA), and the third one, which will be named the same as PCAA.
However, the responsibilities and roles of these departments will vary as per their names. It should be noted that the official announcements regarding the establishment of these departments have already been made by the government of Pakistan on Aug 9, 2024.
However, it is pertinent to mention here that the Bureau of Aircraft Safety Investigation (BASI) is bound to handle investigations pertaining to aviation incidents. It will carry forward the aircraft crash investigations and will explore the causes behind aviation accidents. This will ultimately lead to the improved standards of safety and security for Pakistan aviation.
On the other hand, the second department, the Pakistan Civil Aviation Authority (PCAA), will handle matters related to flight standards, pilot licensing, aerodrome airspace, airworthiness, and aeromedical facilities as well. The restructuring of the PCAA is expected to lead to better governance and service delivery within Pakistan’s aviation sector, benefiting both passengers and airlines.
Third one, the Pakistan Airports Authority (PAA) will oversee matters related to all commercial airports of Pakistan and will hold best procedures to raise the standards of airports functioning throughout the country including passenger handling as well.
While, at the same time, it is important to note that in 2023, a bill was passed and approved in Pakistan Parliament regarding the splitting of Pakistan Civil Aviation Authority (PCAA) in various departments. And as of Aug 2024, the procedure has been implemented by the government of Pakistan. Thus, it can be seen that Pakistan’s aviation sector will benefit from the PCAA’s efficient new structure.
Regarding the functionality of these departments, employees have been transferred to the respective departments as per their experience and expertise. However, an advertisement for the post of director general of PCAA and PAA has been circulated by the Ministry of Aviation. On that note, it is hoped that the division of CAA in three departments will be fruitful and will increase the efficiency of Pakistan’s aviation sector.
